Learning IPAS in elementary schools needs to be supported by interactive learning media that can encourage students’ higher-order thinking skills (HOTS). However, based on observations and interviews conducted in fourth-grade class at Walaharcageur Public Elementary School, the use of interactive digital learning media is still limited, resulting in learning that has not fully provided students with opportunities to develop critical thinking skills. This study aims to develop a digital board game learning medium based on Higher Order Thinking Skills (HOTS) for fourth-grade elementary school science education, to determine the feasibility of the medium, and to assess improvements in students’ learning outcomes after using the developed medium. The study was conducted using the Research and Development (R&D) method with the ADDIE model, which consists of the analysis, design, development, implementation, and evaluation stages. A total of 28 fourth-grade students from Walaharcageur Public Elementary School served as the study subjects. Data were collected through observation, interviews, expert validation questionnaires, teacher and student response questionnaires, as well as pretest and posttest assessments. After the data were collected, they were analyzed using descriptive analysis, normality tests, N-Gain tests, and paired-sample t-tests. The results of the study indicate that the HOTS-based digital board game was rated as “highly suitable” based on the validation results from media and subject matter experts. An improvement in student learning outcomes was demonstrated by an N-Gain score of 0.605, which falls into the “moderate” category. The Paired-Sample t-test yielded a significance value of 0.000 < 0.05, indicating a significant difference between the pretest and posttest results. Thus, HOTS-based digital board games can be used as a learning medium for IPAS to support improved learning outcomes and higher-order thinking skills among elementary school students.
