Reading ability is an important basic skill for elementary school students because it is the foundation for understanding various subjects. However, low student reading ability and the suboptimal use of interesting learning media remain problems. This study aims to develop a multimodal text-based picture storybook that is feasible and practical to use to support the reading ability of fourth-grade students at SDN 23 Ampenan. The study used the Research and Development (R&D) method with the ADDIE model which includes the stages of analysis, design, development, implementation, and evaluation. The research subjects were 30 fourth-grade students at SDN 23 Ampenan. Data were collected through observation, documentation, and questionnaires, then analyzed descriptively quantitatively and qualitatively. The results showed that the product obtained an average feasibility of 82.05% with a very feasible category, while the average practicality reached 88.46% with a very practical category. Based on these results, the multimodal text-based picture storybook was declared very feasible and very practical to use as a learning medium to support the reading literacy of elementary school students.
